K-12 school districts nationally are facing billions of dollars in deferred maintenance and other costs associated with aging buildings, while energy costs continue to rise, and inflation is putting additional pressure on education budgets.

In this 20-minute DA Ed Talk, an advisor from the U.S. Department of Energy’s Office of State and Community Energy Programs and an education facilities expert from Trane will discuss how to access and use newly available funding from the federal government to finance much-needed school facilities improvements in any district. . 

Topics will include:

  • What resources are available through the DOE’s new ESPC Campaign
  • Using energy savings performance contracting (ESPC) programs in K-12. 
  • How to leverage expanded incentives in the Inflation Reduction Act (IRA)
  • Practical implementation examples from school districts.

Laura Carpenter, Advisor for Partnerships and Technical Assistance, Office of State and Community Energy Programs, U.S. Department of Energy

Laura Carpenter is an Advisor for Partnerships and Technical Assistance in DOE's Office of State and Community Energy Programs, where she helps public institutions in the municipal and state governments, universities and colleges, schools and hospitals (MUSH) market successfully establish and implement energy savings performance contracting projects and programs by developing tools and resources to support best practices and provide solutions to common barriers. Prior to joining DOE, Laura led the energy services division of an engineering consultancy where she oversaw the development and execution of energy efficiency projects for commercial customers. Laura holds a Master's of Public Policy from Georgetown University. 





Michael Hines, Education Leader, Trane

Michael is responsible for leading Trane’s educational offerings and initiatives for the United States and Canada. Trane’s holistic programs support infrastructure and energy solutions, including providing pathways for students to help provide awareness and skill acquisition for all students in secondary and post-secondary education. Mike heads strategic educational offerings and initiatives, helping school districts meet their goals of providing a quality education that will allow students to thrive in the workplace and their community.

Mike has spent over thirty years serving educators trying to help optimize the learning experience for students and teachers. Mike holds a bachelor’s degree in finance from the University of Wyoming and an MBA from the University of Nebraska.
