New Federal Initiative Promotes Better Commercial Building Efficiency (from The HVAC&R Industry, 2/10/11 Issue)
WASHINGTON - Following his call in his State of the Union address for clean energy advances, U.S. President Barack Obama proposed on Feb. 3 new efforts to improve energy efficiency in commercial buildings.  His "Better Buildings Initiative" will aim to make commercial buildings 20% more energy efficient over the next decade.  The White House estimates that the plan could reduce energy bills by about $40 billion at today's prices.  Through a series of incentives, the plan will encourate private-sector investment to upgrade all types of buildings.  READ MORE...

DOE Aims to Reduce Solar PV Costs by 75% (from The HVAC&R Industry, 2/10/11 Issue): 
WASHINGTON - The U.S. Department of Energy's (DOE) new "SunShot Initiative" aims to reduce the total costs of photovoltaic (PV) solar energy systems by about 75% before the end of the decade so that PV systems are cost competitive with other forms of energy without subsidies.  In addition to investing improvements in cell technologies and manufacturing, the initiative will also focus on steps to streamline and digitize local permitting processes that will reduce installation and permitting costs.  As part of the SunShot Initiative, DOE has awarded up to $20.3 million in funding to projects to improve manufacturing efficiencies and reduce costs.  In addition, DOE announced up to $7 million of funding in the fourth round of the Photovoltaic Incubator Program, which helps to shorten the commercialization timeline for promising emerging solar technologies.  READ MORE...

U.S. Army Includes Standard 189.1 in New Sustainability Policy(from eSociety, February 2011 Issue)  
The U.S. Army has instituted a new sustainable design and development policy that incorporates requirements of ASHRAE/USGBC/IES Standard 189.1-2009, Standard for the Design of High-Performance, Green buildings Except Low-Rise Residential Buildings.  The Army's policy sets a new approach to the design and construction of military construction projects and major renovations by requiring that projects follow specified requirements and guidance in the standard.  The requirements address siting, energy efficiency, cool roofs, metering, storm water management and indoor and outdoor water consumption. Innovative Financing Spurs Agency Improvements

By Peter Bacque - Southside Virginia Training Center uses steam running in underground pipes to heat the three large state mental-health facilities on its 700-acre campus.  Five years ago, "you could walk through the campus and it looked like you were going through Yellowstone," said Bill Hawkins, the center's facility director.  "There were little spurts of steam coming up through the ground."  The little steam vents symbolized the raft of challenges teh center faced in 2003:  aging infrastructure, equipment waiting for repairs and unmet needs for capital improvements.  And the state didn't have the money for the work.  READ MORE...
 
Air-Curtain / Awning Combination Prevents Flying-Insect Infiltration, Energy Losses (from HPAC FASTRACK, 2/1/11 Issue)  
Edited by Scott Arnold, Executive Editor - One of 35 buildings on the campus of Hampton Veterans Affairs Medical Center in Hampton, Va., the 8,000-sq-ft, 110-year-old Canteen Service Building (CSB) has an entrance with conventional double glass doors.  When the medical center retired two 20-year-old Berner International air curtains that protected the entrance, the maintenance team conceived an air-curtain-and-awning combination.  Berner custom-designed two gray powder-coated awnings for two 72-in.-wide Model VSA air curtains for two 6-ft-by8-ft plenum-port openings.  Extending approximately 18 in. from the building's exterior, the awning/air curtains prevent flying-insect infiltration and energy losses.  An air curtain mounted inside of the shipping door of the building's back kitchen also prevents insect infiltration.  READ MORE...
